Ultra Ballast

Do the Sylvania Silver Star Ultra's need an HID ballast? I have a 1993 Honda Accord, don't really have the money to afford and HID kit, although it would be nice. But do I need an HID ballast to run the Silver Star Ultra's? or will it be bright just without em? A HID kit is about $70 shipped, and a set of Silverstars are $50. The light output is NOT comparable to HID output.
