If there is a steady stream of water coming out of the tell-tail, that means that water is circulating through the engine block. When you say the "shaft" are you describing the exhaust housing cover? If you sprinkle water on top of the power head, it will sizzle if the engine is overheating. If you have any lingering doubts, take it back to the shop tat serviced it, Good Luck!
