What would be the best way to increase horse power with a limited budget for a 67 ford 289 4bbl engine?

So far the only mods are a Holley 575 single pumper 4bbl carb, a Holley Dominator dual plane aluminum intake, a 1 inch carb spacer, a 3 row crossflow radiator, and a flex fan. It is a 302 block with 289 crank, pistons, connecting rods, cam, and heads. This will be for a 1967 A code mustang.

Port the small exhaust holes.
