Accessory Socket

1998 Altima KA24DE engine seized or at least at seems? I have a 1998 Altima and it was given to me as a fixer upper. It barely turns over when turning the key and it has a brand new battery and I even hook a power booster to it. It's turning over really really slow. They say it stopped running while they were driving it, so I don't think it's a starter issue. They say that it never ran out of oil. I took both accessory belts off(main and AC) and took all the sparkplugs out and it still turns reallllly slow. The timing chain is on and it is turning the cams (Dual overhead) as it turns over slowly. I then tried to turn using a big socket wrench on the crankshaft bolt and it won't budge anymore. Can I assume that it's a seized engine since I eliminated all the areas of possible resistance? I did put it in neutral and tried to crank. Same thing. Sloowwww turning over until it couldn't turn anymore. Sounds locked up to me.
